   In 1.9 there are 2 enchants added, mending and frost walker. In Survival Mending works but Frost walker does not. Is there a reason why frost walker doesn't work?

   Nothing I can think of, most of the plugins in survival are for 1.8 or older, so they don't know that enchant exists.
