They don't need ships to spy- satellites can see exactly what you are doing anywhere in the world. The satellites can see exactly what you are reading in HD.

@_The_Pumpkin_ In the UK we have the trident... (A nuclear submarine constantly patrolling the UK seas) and in the english channel there is a 30 mile gap (I think) between the UK and France. But then again the US and Russia have been poking each other for ages meanwhile the UK and France share nuclear defense.

Goodness, what world would it be if we just seized anything that could possibly be a threat to us? If that was the case, we would have all nuked each other long ago.
